2. The managers of the dedicated investment vehicles referred to in paragraph 1 and financial intermediaries or final recipients of the financial instruments shall be selected with due account of the nature of the financial instrument to be implemented, the experience and the operational and financial capacity of the entities concerned, and/or the economic viability of projects of final recipients.

This Regulation lays down, for the entire duration of GMES initial operations, a financial envelope of EUR 107 million constituting the prime reference, within the meaning of point 37 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (10) (Interinstitutional Agreement), for the budgetary authority during the annual budgetary procedure.
Le présent règlement établit, pour l’ensemble de la durée de la mise en œuvre initiale de GMES, une enveloppe financière de 107 millions d'EUR qui constitue la référence privilégiée, au sens du point 37 de l’accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (10) (ci-après dénommé l’«accord interinstitutionnel») pour l’autorité budgétaire au cours de la procédure budgétaire annuelle.

‘beneficiary’ means a body which signs a grant contract with the Joint Managing Authority and which assumes full legal and financial responsibility for project implementation vis-à-vis that authority; it receives the financial contribution from the Joint Managing Authority and ensures it is managed and, where appropriate, distributed in accordance with the agreements drawn up with its partners; it alone is responsible to the Joint Managing Authority and it is directly accountable to the authority for the operational and financial progress of activities.
