3. For the purposes of the management of a contribution by a third party, the Union or a Member State, the administrator shall, upon approval by the Special Committee, negotiate and sign an ad hoc administrative arrangement with the third party, the Union or the Member State, defining the purpose, costs to be covered by the contribution and the management modalities of the contribution, including the accountability of the operation commander to the Special Committee.
3. Aux fins de la gestion d'une contribution par une partie tierce, l'Union ou un État membre, l'administrateur négocie et signe, avec l'approbation du comité spécial, des arrangements administratifs ad hoc avec cette partie tierce, l'Union ou l'État membre, définissant l'objet, les coûts que la contribution doit couvrir et les modalités de gestion de la contribution, notamment l'obligation du commandant d'opération de rendre compte au comité spécial.

In line with the relevant provisions of the operation's legal framework and following PSC decision to accept the implementation or management of a project by the operation or a financial contribution by a third party or a Member State to the expenditure arising from the operation, the Special Committee may authorise that the administrative management of the funding for that project or of that financial contribution to be entrusted to Athena, within existing means and resources.

Stresses the need to create a merit-based and professional public administration which operates transparently and is able to adopt laws and implement them; calls for the adoption of the necessary secondary legislation to ensure the proper implementation of the Civil Service Law, and for a new Law on General Administrative Procedures; stresses the need for a stronger Department of Public Administration as well as for a fully operational Human Resources Management Information System; underlines the fact that further efforts are needed to depoliticise public administration, fight corruption, strengthen meritocracy in appointments, promotions and dismissals and increase the efficiency and financial sustainability of public administration;

5. “managing body of the port” or “port authority” (hereinafter referred to as “managing body of the port”) means a body which, whether or not in conjunction with other activities, has as its objective and responsibility under national law or regulations the administration and management of the port infrastructures, and the coordination and, where appropriate, the control of the activities of the operators present in the port or port system concerned. It may consist of several separate bodies or be responsible for more than one port.
