Notwithstanding anything in this Act, in the case of any settler who has not repaid his indebtedness to the Board, or who has not abandoned his land, or whose agreement with the Board has not been terminated or rescinded, the Board shall credit his account with an amount, in reduction of his indebtedness to the Board, determined as follows: —

70. Notwithstanding anything in this Act, in the case of any settler qualified and established upon the land in accordance with the provisions of this Act and regulations thereunder, who has not abandoned his land and whose agreement with the Board has not been terminated, rescinded or assigned, the Board shall credit the settler’s account as on the standard date in 1929 with an amount equal to thirty per cent of the settler’s indebtedness to the Board as on that date; provided that in the case of any such settler whose application for revaluation under section sixty-eight of this Act has not been finally disposed of, the settler’s indebtedness as on the said standard date shall for the purposes of this section be deemed to be the amount owing by him to the Board as on the said standard date less the amount of the depreciation in the value of the land, if any, determined as provided by section sixty-eight of this Act; provided further that the maximum amount which may be so credited to any settler in accordance with the provisions of this section shall in no case exceed the settler’s total indebtedness to the Board.
70. In any case where a settler has not abandoned his land and his agreement made under this Act has not been terminated, rescinded or assigned, the rate of interest that may be charged in respect of any such agreement after the standard date in the year one thousand nine hundred and forty-four shall be three and one-half per centum per annum.

Recommends that, in addition to the permanent abandonment scheme, temporary grubbing-up could be introduced with each Member State deciding whether it would be convenient to introduce it; considers that temporary grubbing-up would allow the wine grower to receive some financial support, as the planting rights would be consolidated for several years, at the end of which the wine grower could replant, dispose of his planting rights or apply for conversion to permanent grubbing-up if the scheme is opened by the Member State; points out that such a measure would make possible a temporary reduction in the quantities marketed, without irreversibly cutting production potential; considers that such a measure would allow wine growers to focus on quality in the conversion of their vineyards and practices (fallow land, choice of varieties, reduction of inputs, organic production, etc);
27. recommande que, indépendamment du régime d'abandon définitif, l'arrachage temporaire puisse être introduit et que la faculté soit laissée à chaque État membre de choisir sa mise en œuvre; considère que l'arrachage temporaire permettrait d'accorder un soutien financier au viticulteur, le droit de plantation restant gelé pendant plusieurs années, à l'issue desquelles le viticulteur pourrait replanter, céder son droit de plantation ou solliciter la transformation en arrachage définitif si le régime est prévu par l'État membre concerné;
