I should, however, like to tell the President-in-Office of the Council that our fellow citizens are concerned about these future enlargements, and above all about the continuing lack of responses to the crucial question of where Europe’s borders lie. We are of course in favour of Bulgaria’s and Romania’s accession to the EU, although these countries still need assisting in their efforts, and we are also in favour of Croatia’s accession, as it will send a strong signal to the Balkans.

– (FR) Mr President, it is my belief that since the beginning of this debate the facts about democracy and the human rights situation have risked being twisted to suit the final objective sought, that is either the accession or non-accession of Turkey. One of the merits of Mr Eurlings’s report is precisely that it avoids doing this.
- Monsieur le Président, je crois que depuis le début dans ce débat, la situation des droits de l’homme et de la démocratie risque d’être instrumentalisée en fonction de l’objectif final souhaité, à savoir soit l’adhésion, soit la non-adhésion de la Turquie. L’un des mérites du rapport de M. Eurlings, c’est précisément d’éviter cette instrumentalisation.

It has come about that a country seeking membership has been told, on the basis of this assessment: ‘We cannot start negotiating with you about accession, because you do not meet these political requirements’.
Sur la base de cette évaluation, il est déjà arrivé que l'on dise à un pays, qui avait porté sa candidature à l'adhésion : "nous ne pouvons pas démarrer les négociations d'adhésion avec vous, parce que vous ne remplissez pas ces conditions politiques".

I therefore also think it is important that, in this report, we should concentrate on citizens’ rights. We should not confuse this issue with every other possible matter connected with the right of access to documents and we should not confuse it with Parliament’s, the Commission’s and the Council’s internal quarrels about access to documents.
C'est pourquoi il est, selon moi, important que le présent rapport se concentre sur les droits des citoyens et qu'il ne mêle pas cette question avec tous les autres points imaginables en matière d'accès aux documents et, notamment, qu'il ne mêle pas cette question aux querelles internes entre l'Assemblée, la Commission et le Conseil en matière d'accès aux documents.

I sometimes hear our neighbouring countries asking why we are so bothered about the acquis, when all that matters to them is having it confirmed that they are ready for accession. But the acquis communautaire is the yardstick we use when assessing whether a country is ready for accession or not, and that is very important to my mind.
Chez nos voisins, j'entends parfois dire "pourquoi vous souciez-vous tant de l'acquis communautaire, pour nous l'important est d'avoir la confirmation que nous somme prêts pour l'Europe !" Mais c'est oublier que cette aptitude se mesure justement aussi au degré de mise en œuvre de l'acquis communautaire et que c'est un élément capital.
