The ultimate objective would be to create a single agri-rural fund for the whole of the CAP on the basis of the two sections of the EAGGF, with a single financial system for rural development actions which would make it possible for: (a) the second pillar as a whole to be classed as non-compulsory expenditure in the budget, thereby strengthening Parliament's role; (b) all its appropriations to be classed as differentiated (as has been proposed for the CCEEs), with more time being allowed between commitment and payment; and finally (c) priorities and co-financing to be varied according to the severity of the problems facing the different rural areas in the EU.
