Concerning Member States' and Commission reporting on availability and sustainability of biofuels made from feedstocks listed in Annex IX, the Council's position furthermore includes an obligation for Member States and the Commission to take due account of the principles of the waste hierarchy established in the Waste Framework Directive, the biomass cascading principle, the maintenance of the necessary carbon stock in the soil and the quality of the soil and the ecosystem, but does not consider amendment 59 of the Parliament, empowering the Commission to adopt delegated acts for verification of compliance with the waste hierarchy, suitable and implementable.
