D'autre part, sur la question plus générale des migrations, dans laquelle, je le reconnais et le Conseil le reconnaît volontiers, la Turquie, de par sa situation géographique, est un pays qui se trouve dans une situation particulière - et dès lors, l'effet de cette situation que vous mettez en avant est un effet connu - je voudrais signaler que, dans le cadre de la présidence belge, nous avons justement mis en place, pour la première fois, une Conférence qui s'est tenue à Bruxelles il y a quelques semaines sur la question des migrations, Conférence européenne dans le cadre d'une réflexion nécessaire sur la question des mouvements migratoires.
