In order to ensure the coherence and effectiveness of Union assistance, the Commission may decide that non-ACP developing countries and regional integration bodies with ACP participation that promote regional cooperation and integration eligible for Union assistance under other Union financing instruments for external action, where the project or programme concerned is of a regional or cross-border nature and complies with Article 6 of Annex IV to the ACP-EU Partnership Agreement, are eligible for funds referred to in point (a)(i) of Article 1(2) of the Internal Agreement.
Afin d'assurer la cohérence et l'efficacité de l'aide de l'Union, la Commission peut décider que les pays en développement non ACP et les organisations d'intégration régionale comptant des pays ACP parmi leurs membres qui encouragent la coopération et l'intégration régionales et peuvent bénéficier d'une aide de l'Union au titre d'autres instruments de financement pour l'action extérieure de l'Union, lorsque le projet ou le programme concerné est de nature régionale ou transfrontalière et respecte l'article 6 de l'annexe IV de l'accord de partenariat ACP-UE, peuvent bénéficier des fonds visés à l'article 1er, paragraphe 2, point a) i), de l'accord interne.

62. Points out that Economic Partnership Agreements (EPAs) must be devised and negotiated as development agreements as much as trade agreements, which means that they must be based on the principles of asymmetry in favour of the ACP regions, support for ACP regional integration, the establishment of a sound, reliable framework for the promotion of trade and investment in the ACP regions, and the establishment and consolidation of regional markets prior to any opening up of markets to the EU; therefore calls on the Commission, whenever necessary, to refrain from opening up markets until specific levels of development have been attained and to find solutions while continuing negotiations;
