Stresses its concern at the huge recent increase in illicit opium production in Afghanistan which fuels the power and role of warlords in the provinces concerned and threatens to bring the country to a crossroads whereat it could turn into an opium economy unless energetic measures are taken by the Afghan Government, affected countries and the international community; welcomes the conclusions of the Ministerial Conference on the Drug Routes from Central Asia to Europe held in Paris in May 2003, whereby countries affected by drugs originating in Afghanistan were encouraged to adopt national strategies for supply and demand reduction and to set up a single lead agency to coordinate national policies; but again insists on the priority of restoring the irrigation channels, being the only way of enabling agricultural crops to thrive as an alternative to poppy-growing; believes that consideration should be given to the entire opium crop being purchased and destroyed using international donor funds and funds saved as a result of this action from international drug law enforcement agencies;

WORLD SUMMIT FOR SOCIAL DEVELOPMENT The Council agreed to - fully support the idea, objectives and agenda of the World Summit for Social Development to be held in Copenhagen from 6 to 12 March 1995; - recommend participation at the level of Heads of State and Government; - consult with the United States and the other G-7 countries; - examine positively the commitments to be proposed to the Summit, including the commitment to increase significantly the resources assigned to social development and allocate them more efficiently, through national action and international cooperation.
SOMMET MONDIAL SUR LE DEVELOPPEMENT SOCIAL Le Conseil est convenu de : - soutenir pleinement l'idée, les objectifs et le programme du Sommet mondial sur le Développement social qui aura lieu à Copenhague des 6 au 12 mars 1995 ; - recommander une participation au Sommet au niveau des Chefs d'Etat et de Gouvernement ; - se consulter avec les Etats-Unis et les autres pays du G-7 ; - examiner positivement les engagements qui seront proposés lors du Sommet, y compris l'engagement d'augmenter d'une façon significative et d'allouer, d'une manière plus efficace, par le biais de l'action nationale et de la coopération internationale, les ressources affectées au développement social.

This will require the following objectives to be set: - the establishment of common rules on the entry, residence and status of nationals from non-member countries in the Union; - the effective mutual recognition of judgments by national courts; - the adoption of measures to combat all forms of crime and fraud; - stimulation of effective cooperation between public administrations of the Member States. 2. 2 Adjusting instruments and methods - replacement of unanimity by qualified majority voting as a general rule; - closer involvement of the European Parliament; - extension of the Commission's power of initiative in all the fields concerned; - providing the Union with more effective legal instruments than the common position, joint action or international agreements; - decisions to be subject to review by the Court of Justice; - simplification of the Council's present working structures; - transfer of justice and home affairs to the Community framework, with the exception of judicial cooperation in criminal matters and police cooperation; - incorporation of the content of the Schengen Agreement in the Treaty. 3. Simplifying and democratizing Europe 3.1 Making the Union more open and democratic - push forward the application of the subsidiarity principle; - closer involvement of national parliaments in Union business by giving them timely access to all the information they need; - simplification and consolidation of the Treaties as far as is possible.

Simplifier et démocratiser l'Europe 3.1 Rendre l'Union plus transparente et démocratique - poursuivre la mise en oeuvre du principe de subsidiarité; - mieux associer les Parlements nationaux aux affaires de l'Union en leur fournissant à temps toute information nécessaire; - simplifier et consolider les Traités, aussi loin que possible.
