On 23 March 2004, the day after Bill C-25, the Public Servants Disclosure Protection Act, was introduced in the House of Commons, the current Public Service Integrity Officer under the Internal Disclosure Policy, Mr. Edward Keyserlingk, was quoted in an Ottawa Citizen article(3) as saying the bill is too weak and could actually discourage bureaucrats from exposing corruption and wrongdoing in government.
