Is of the opinion that, for this process, appropriate structures and efficient administration need to be in place, and that administrative authorities and ministries must establish a culture of cooperation between themselves and in dealings with businesses and other actors; calls on regional and national decision-makers and authorities to modernise their internal procedures in line with the needs of the new ‘entrepreneurial discovery process’ and, in particular, to enter into a more intensive, long-term dialogue with the relevant actors; encourages SMEs, especially in regions with a high share of such enterprises, to collaborate through suitable platforms in order to strengthen their role in the smart specialisation process; recommends that, if necessary, resources available for capacity building should be used to empower administrations and stakeholders further;

10. Strongly welcomes the UN report dated 25 January 2011 highlighting 25 proposals made by Jack Lang, Special Adviser to the UN Secretary-General on legal issues related to piracy off the coast of Somalia; also welcomes the relevant follow-up reports by Jack Lang such as the report on the modalities for the establishment of specialised Somali anti-piracy courts of 15 June 2011 and the report of the Secretary-General on specialised anti-piracy courts in Somalia and other states in the region of 20 January 2012; urges the HR/VP, the EUSR and the three HoMs and HoDs to act on the proposals made by Jack Lang as a matter of priority and to develop an strategy for the EU’s contribution to the international approach to criminal justice on the territory of Somalia;

31. In the light of the explanations provided by the applicant, the Secretary-General asked him, in a letter of 7 June 2002, to have the use of these allowances audited by a specialised company.
