The resolution that we propose Parliament should adopt and which we urge its President to convey to the Laotian authorities and to all member countries of ASEAN calls first for the immediate release of the two journalists and their guides; secondly, for international conventions to be applied, including the convention adopted by French-speaking countries in the Bamako declaration, which Laos has ratified, in order to protect the rights of journalists, particularly those reporting in conflict zones. Thirdly, the resolution calls for the immediate suspension of all policies of persecution and repression towards the Hmong people and other minorities in Laos; and fourthly, for all economic cooperation between the EU and Laos to be reviewed, as soon as possible and with the European Parliament being kept informed, as provided for in the agreements to which our resolution refers.
La résolution que nous proposons au Parlement d’adopter et que nous demandons à son Président de transmettre aux autorités du Laos et à tous les pays membres de l’ASEAN demande, premièrement, la libération immédiate des deux journalistes et de leurs accompagnateurs; deuxièmement, l’application des conventions internationales, dont celle adoptée par la francophonie dans la déclaration de Bamako, ratifiée par le Laos, dans le but de protéger les droits des journalistes, notamment de tous ceux qui sont en reportage dans les zones de conflit; troisièmement, la suspension immédiate de toute politique de persécution et de répression à l’encontre du peuple Hmong et des autres minorités du Laos; cinquièmement enfin, le réexamen, dans les meilleurs délais et en en faisant part au Parlement européen, de l’opportunité de toute coopération économique entre l’Union européenne et le Laos, comme le prévoient les accords conclus mentionnés dans notre résolution.

The Flemish Government has always refused to sign this agreement – with good reason – since French-speaking Belgians who have moved to Flanders want to misuse it in order to have French recognised as an official language in Flanders. This is in conflict with language legislation that has been established with great difficulty and the principle of territoriality in Belgium.
