. such Commissioners shall report in writing to the Governor that any such Indian of the male sex, and not under twenty-one years of age, is able to speak, read and write either the english or the french language readily and well, and is sufficiently advanced in the elementary branches of education and is of good moral character and free from debt, then it shall be competent to the Governor to cause notice to be given in the Official Gazette of this Province, that such Indian is enfranchised under this Act;
.lorsque ces commissaires auront fait rapport par écrit au gouvernement à l'effet qu'un Indien de sexe mâle d'au moins vingt-cinq ans démontre la capacité et la volonté de parler, de lire et d'écrire dans la langue française ou anglaise, qu'il possède un minimum d'instruction, qu'il jouit d'une bonne moralité et qu'il est exempt de dettes, il relèvera de la compétence du gouverneur de produire un avis dans la Gazette officielle de cette Province à l'effet que ledit Indien est émancipé en vertu de cette Loi.
