Domestic ivory is authorised only for ivory items imported into the EU before elephant species obtained maximum protection under the CITES Convention (18 January 1990 for the African elephant and 1 July 1975 for the Asian elephant) and subject to strict controls.

17. Encourages the CITES Parties, bearing in mind the current elephant poaching crisis, to take a precautionary approach and base their decisions on the possible impact on elephant conservation and the implementation of the African Elephant Action Plan when considering the decision-making mechanism for a future trade in elephant ivory after the complete nine-year resting period starting from the one-off sale in November 2008 by Botswana, Namibia, South Africa and Zimbabwe; calls, accordingly, on the European Union and the Member States to support a proposal to amend Decision 14.77 on a decision-making mechanism for a future trade in elephant ivory, tabled by Benin, Burkina Faso, Central African Republic, Côte d’Ivoire, Kenya, Liberia, Nigeria and Togo;

16. Urges the European Union and the Member States to reject any proposals to downlist the African elephant or the trade in African elephant ivory until an assessment can be made of the impact of the one-off sale in November 2008 by Botswana, Namibia, South Africa and Zimbabwe and it has been established that that the one-off sale has had no adverse effect on elephant populations in those countries or in neighbouring countries;

MIKE has also been instrumental in improving cooperation between elephant range States and promoted a new level of understanding between them, as demonstrated by the African Elephant Action Plan, developed by range States at the African Elephant Meetings organized under the auspices of the CITES MIKE programme, and unanimously adopted by them on the margins of the 15th Meeting of the Conference of the Parties to CITES (Doha, 2010).

Contrary to what some southern African range States say – that they have too many elephants – estimates by the African Elephant Status Report put the population at between 10 and 20 % of what it was in the 1930s and 1940s.

This programme will offer the opportunity to strengthen action for conserving the African elephant while an integrated action plan is being worked on by the African States and the main conservation agencies, namely WWF, International Union for Conservation of Nature (IUCN), Wildlife Conservation International (WCI), and by the Commission, with the contribution of the CITES Secretariat.
