Article 30 does not preclude a State or regional economic integration organisation, when signing, ratifying, accepting, approving or acceding to this Agreement, from making a declaration or statement, however phrased or named, with a view to, inter alia, the harmonisation of its laws and regulations with the provisions of this Agreement, provided that such declaration or statement does not purport to exclude or to modify the legal effect of the provisions of this Agreement in their application to that State or regional economic integration organisation.

Points out that the agreements adopted within the WTO and the bilateral agreements under negotiation with certain Latin American countries have consequences for the vulnerable economies of the outermost regions because of the similarities between their agricultural sectors and those on the Latin American continent; supports therefore the approach under which, in trade relations between the EU and Latin America, the strategic and traditional sectors of the outermost regions are preserved and are the subject of both appropriate compensation and particular attention in order not to undermine the obligations that the EU adopted towards these regions in its European strategy for the outermost regions in 2009;

Under these Economic Partnership Agreements, ACP countries were initially divided into six regions, each negotiating to conclude a free trade agreement with EU; currently the regions are already seven. The ongoing EPA negotiations are very controversial and contested by many governments, civil society organisations, trade unions, and employers in ACP countries, who consider the project as a threat to the ACP countries' economies.

In the view of the rapporteur, this stepping stone agreement is only a temporarily solution and must be interpreted as such. He reaffirms that the final objective of this stepping stone agreement is to provide additional time to negotiate with the countries of the West African regional grouping on a full regional EPA.

In order to ensure the coherence and effectiveness of Community assistance, the Commission may decide that non-ACP developing countries and regional integration bodies with ACP participation that promote regional cooperation and integration eligible for Community Assistance under Regulation (EC) No 1905/2006, Regulation (EC) No 1638/2006 of the European Parliament and of the Council of 24 October 2006 establishing a European Neighbourhood and Partnership instrument (14), the OCTs eligible for Community assistance under Decision 2001/822/EC, and the Community's outermost regions are eligible for funds referred to in Article 1(2)(a)(i) of the Internal Agreement, where the project or programme concerned is of a regional or cross-border nature and complies with Article 6 of Annex IV of the ACP-EC Partnership Agreement.

We should remember, however, that in that region we are trying to establish a free trade agreement between two regions of economic integration – the European Union and Mercosur – and therefore the agreement reached with Chile sets a precedent for something truly historic; the establishment of a free trade agreement between two common markets or between two regions of economic integration.

It replaces the previous cooperation agreement signed in Rabat on 25 April 1976. Following as it does the signing of agreements with Tunisia and Israel, the Agreement in question is the third Euro-Mediterranean association agreement concluded with a Mediterranean third country as part of the 'new Mediterranean policy' (NMP) established at the Essen European Council held on 9 and 10 December 1994 and the Cannes European Council held on 26 and 27 June 1995 which granted financial assistance of ECU 4 685 million for the period 1995-1999. The aim was to support the economic reforms and the process of opening up and structural renewal under way in the Mediterranean countries in question, instituting a genuine partnership by means of regional cooperation.

restrictions on imports of products into regions of the Community of those products listed in Annex II to that Agreement; whereas, moreover, under Article 5 of that Agreement, the Community undertakes to suspend the application of quantitative restrictions on imports into regions of the Community of those products, listed in Annex III of that Agreement, on the terms and conditions specified therein; whereas, pursuant to Commission decisions the subjects of Communications C(88) 1478 (2) and C(88) 2245 (3), the Community has already adopted, on the one hand, the measures referred to in Annex III B to the Agreement and, on the other hand, some of the measures referred to in Annex II A to that Agreement; whereas the quantitative restrictions on imports of the other products listed in the latter Annex and now listed in Annex IV to this Regulation should therefore be abolished;
