The Twelve have adopted a new five-year programme of agro- industrial RD which will exploit the most recent developments in biotechnology. This programme, known as ECLAIR (European Collaborative Linkage of Agriculture and Industry through Research), was proposed by the European Commission in December 1987 and aims to give a technological boost to the competitiveness of those industries which interact with agriculture. The basic aims of the programme are to improve existing agricultural productions, to develop alternative farm products which correspond to new industrial needs, to create biodegradable products or specific fertilizers which can be absorbed by plants with minimal losses.
