Albania is close to finalising such an agreement, while Serbia and Montenegro has just opened SAA negotiations, and Bosnia and Herzegovina will do so shortly.
L’Albanie est en passe de finaliser un tel accord, la Serbie-et-Monténégro vient d’ouvrir des négociations en vue d’un accord de stabilisation et d’association, et la Bosnie-et-Herzégovine le fera prochainement.

49. Notes that Albania is close to finalising negotiations for a Stabilisation and Association Agreement (SAA), which bears witness to the efforts undertaken by that country to meet European standards, but urges the political authorities to implement the laws adopted and expects them to achieve tangible results in the fight against corruption and in the promotion of free independent media before the conclusion of an SAA; urges the Government and the Parliament of Albania to change the electoral law before the next elections in order to guarantee fair representation in Parliament of the political forces supported by the Albanian citizens and to prevent existing practices of tactical voting;

REAFFIRMING the intention to cooperate closely within the framework of the existing SAA structures for the liberalisation of the visa regime between the Republic of Albania and the European Union, in line with the conclusions of the EU-Western Balkans Summit held in Thessaloniki on 21 June 2003,
réaffirmant leur intention de collaborer étroitement, dans le cadre des structures de l’actuel ASA, en faveur de la libéralisation du régime des visas entre la République d’Albanie et l’Union européenne, conformément aux conclusions du sommet entre l’Union européenne et les Balkans occidentaux qui s’est tenu à Thessalonique, le 21 juin 2003,

The EU remains the region's main trading partner accounting for close to 60% of their total trade (ranging from about 45% for BiH to 80% for Albania) out of which Italy and Germany cover more than half.

1. The Community and Albania shall establish a close cooperation aimed at contributing to the development and growth potential of Albania.

CONSIDERING the strong links between the Parties and the values that they share and their desire to strengthen those links and establish a close and lasting relationship based on reciprocity and mutual interest, which should allow Albania to further strengthen and extend the relations with the Community and its Member States, as previously established with the Community through the Agreement on Trade and Commercial and Economic Cooperation of 1992;
CONSIDÉRANT les liens étroits qui existent entre les parties et les valeurs qu’elles partagent, ainsi que leur désir de renforcer ces liens et d’instaurer une relation étroite et durable fondée sur la réciprocité et l’intérêt mutuel devant permettre à l’Albanie de renforcer et d’élargir les relations avec la Communauté et ses États membres, déjà établies avec la Communauté par l’accord de 1992 concernant le commerce et la coopération commerciale et économique;

8. Calls for the establishment and strengthening of the dialogue between European officials and the central and local authorities of Albania, in cooperation with the Council of Europe and with Italy and Greece, the main EU countries to suffer the consequences of Albania's instability and to bear the brunt of illegal immigration and the activities of organised criminals, the latter being the only EU countries which have a common border or are in close geographical proximity with Albania, principally in order to consolidate the process of political rapprochement with Europe, to help the emergence of the new rulers of the country and to support legal democratic institutions (Parliament, local communities, organisation of civil society) and to contribute to the smooth functioning of the rule of law and of the judicial and administrative apparatus and to support the independent media;
8. en appelle à l'instauration et au renforcement du dialogue entre les responsables européens et les autorités centrales et locales albanaises, en collaboration avec le Conseil de l'Europe, l'Italie et la Grèce, principaux pays membres de l'UE à subir les conséquences de l'instabilité de l'Albanie et premières victimes des conséquences de l'immigration illégale et de l'action des réseaux mafieux, étant donné que l'Italie et la Grèce sont les seuls pays membres de l'UE à avoir des frontières communes avec l'Albanie ou à en être immédiatement proches sur le plan géographique, essentiellement pour consolider le rapprochement politique avec l'Europe, pour contribuer à la désignation des nouveaux dirigeants du pays, et aussi pour soutenir les institutions démocratiques légitimes (parlement, communautés locales, organisation de la société civile) et aider au bon fonctionnement de l'État de droit et de l'appareil judiciaire et administratif, ainsi qu'au support de médias indépendants;
