Our visit was made at an historic moment in Palestine, following the swearing in of a new government that was the product of free and democratic elections, a government which, even though it had the support of 60% of the electoral body, when it was challenged by the United States and the European Union, did not hesitate to share power with other political forces in order to form a national unity government under the unquestioned leader of the Palestinian Authority, Abu Mazen, in faithful obedience to the calls of the Arab League Council.

Reaffirms that its commitment to remain the biggest aid donor to the Palestinian Authority and to continue assisting Palestinian economic development and Palestine's democratic process will be dependent on the new government's clarification on denouncing violence and recognising Israel; reaffirms also its determination to work for peace and to cooperate with any government which is ready to work by peaceful means;

Total community aid to the Palestinians since 1994 has been over €2 billion in grants of which the largest part has been allocated to Palestinian institutions-building and promotion of reform, good governance, tolerance and respect for human rights; €187 million to the humanitarian aid provided by ECHO; and €581 million as humanitarian support through UNRWA (United Nations Relief and Works Agency for Palestine Refugees) for assistance to the refugees, including food aid.

We also condemn the fact that there is a continuous list of deaths every day, but, most of all, I believe we now need to address the Israeli Government – the government presided over by Mr Sharon – which is well aware that the physical and political destruction of the Palestinian Authority and its headquarters will not help either to end the attacks or to put an end to a desire that is unanimous at international level, the creation of the Palestinian State, even more so at a time when things are happening in Palestine which are important for democrats: the threat of a vote of no confidence, the resignation of the government and the announcement of forthcoming general elections.
De même, nous condamnons le fait qu’il y ait sans cesse plus de victimes chaque jour et je crois que nous devons nous adresser au gouvernement israélien - dirigé par M. Sharon - qui sait pertinemment bien que la destruction physique et politique de l’Autorité palestinienne et de son quartier général ne servira pas à mettre un terme aux attentats ni à remettre en question une décision qui fait déjà l’unanimité à l’échelon international, à savoir la création de l’État palestinien, surtout à un moment où la Palestine vit des développements jugés importants par les démocrates : la menace d’une motion de censure, la démission du gouvernement et l’annonce d’élections législatives.

The Council adopted a Decision on the conclusion of the new Convention between the EC and the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), governing the Community's contribution for 1999-2001.
