On May 22, 1990, when the Senate was examining the possibility of sending to the House a message respecting the amendments it wished to make to Bill C-21, An Act to amend the Unemployment Insurance Act, Senator Allen MacEachen moved that the motion being considered be referred to a conference between the two Houses of Parliament.
