From this amount, EUR 29 089 million is allocated to the ACP States as specified in the multiannual financial framework 2014 to 2020 referred to in Annex Ic to the ACP-EU Partnership Agreement, EUR 364,5 million is allocated to the OCTs and EUR 1 052,5 million is allocated to the Commission for support expenditures linked to programming and implementation of the EDF by the Commission, of which at least EUR 76,3 million is to be allocated to the Commission for measures to improve the impact of EDF programmes as referred to in Article 6(3) of the Internal Agreement.

It appears, moreover, that the level of the wine quota allocated to Kosovo is set on the basis of past trade in that product, and as this is the method which is customarily followed to determine the levels of quotas, there appear to be no disproportional allocation of wine to Kosovo in comparison to the individual tariff quotas for wine allocated to the other Western Balkans under the Stabilisation and Association Agreements or Interim Agreements.

En ce qui concerne la référence de M. Wynn et de M. Bourlanges à l'accord interinstitutionnel et aux autres moyens de financement, je constate que l'avis du Conseil est qu'il est possible de financer entièrement la provision "Kosovo" par un réajustement, c'est-à-dire par un transfert de crédits, mais le Conseil respecte l'accord interinstitutionnel et tous les points de celui-ci.
