Therefore, in my opinion (and here I agree with Mr Voggenhuber), the Commission should stop talking so much and risking being misunderstood, especially in view of the Convention – which we hope will be a positive step and will give a boost to this Union. Instead, it should concentrate on crucial problems like representation abroad, which is its own role; it should reassume its role as the driving force behind European integration, something it is losing and may lose forever. It should also be daring and make ambitious proposals, such as asking, for instance, what face Europe is showing to the outside world, since we cannot really have ten different faces on such international matters.

Voggenhuber -, au lieu de faire tant de déclarations qui risquent d'être d'une lecture difficile, spécialement en vue de la Convention, dont on espère qu'elle sera un fait positif, un facteur de croissance pour l'Europe, la Commission devrait se concentrer sur des problèmes cruciaux comme la représentation externe, son rôle par excellence, se réapproprier son rôle de moteur de l'intégration européenne, ce qu'elle est en train de perdre et risque de perdre de plus en plus, et oser, faire des propositions ambitieuses, comme par exemple poser la question : à quoi ressemble le visage extérieur de l'Union ?, car on ne peut pas en avoir dix, en l'occurrence, face à des cas de nature aussi internationale.
