For the reasons set out in recitals 4 and 5, and in order to allow enough time for revision of the current ecological criteria once the proposed new energy labelling and eco-design requirements are adopted, the period of validity of the existing criteria and related assessment and verification requirements, as amended by this Decision, should be prolonged until 31 December 2019.

The recitals have been amended by the Council to correlate with the modified operational parts of the Directive, and the Council's view of the Parliament's amended recitals therefore corresponds to the Council's view of the Parliament's amendments to the operational provisions.

Under the proposed amendment, the recitals explain that, in order to prevent that cross-border groups of parent companies and subsidiaries benefit from unintended advantages compared with national groups, the benefits of the tax exemption should be denied to distributions of profits that are deductible in the source Member State.
