The text of the directive was agreed through the conciliation procedure.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pallister (Portage—Lisgar) , seconded by Mr. Penson (Peace River) , Bill C-511, An Act to amend the Railway Safety Act (visibility of railway equipment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Further amendments relate to the internalization of external costs and harmonizing measures for all modes of transport, without which in the final analysis the collapse of the railways cannot be averted.
