If we had not moved that amendment yesterday you can laugh to your heart's content, if you want, I don't care if my NDP colleague, Mr. Martin, and I had not emphasized this reference to the non-derogation clause, to section 35 of the Constitution even Ms. Neville raised the question with Mr. Beynon if we ha not had this debate yesterday, we would not have realized until the end that the absence of a non-derogation clause is a result of the fact that work is being done in a committee which is trying to find a new wording for the non-derogation clause.

Martin, et moi-même n'avions pas mis l'accent sur cette référence à la clause de non-dérogation, à l'article 35 de la Constitution même Mme Neville a soulevé la question auprès de M. Beynon , si on n'avait pas eu ce débat hier, on se serait aperçu juste à la fin que l'absence de clause de non-dérogation tient au fait qu'il y a du travail qui se fait dans un comité qui tente de trouver une nouvelle formulation pour la clause de non-dérogation.
