The Senate did not wish to receive a report of a bill without amendment, notwithstanding the evidence that was presented. That is simply one of those perfunctory moves that a majority often makes, unfortunately, in our committees, namely, to report a bill without amendment, irrespective of the knowledge base that surrounds the matter.
