Mr. Speaker, on behalf of the Minister of Foreign Affairs, under the provisions of Standing Order 32(2), I have the honour to table, in both official languages, the treaties entitled Amendments to Annex 1 of the International Convention Against Doping in Sport, notified on October 3, 2014; Amendments to Annex II of the International Convention Against Doping in Sport, notified on September 29, 2014; and Agreement Between the Government of Canada and the Government of the Republic of Korea on Air Transport, done at Ottawa on September 22, 2014.
Monsieur le Président, au nom du ministre des Affaires étrangères et en vertu des dispositions du paragraphe 32(2) du Règlement, j'ai l'honneur de déposer, dans les deux langues officielles, les traités suivants: les Amendements à l'annexe 1 de la Convention internationale contre le dopage dans le sport, annoncés le 3 octobre 2014; les Amendements à l'Annexe II de la Convention internationale contre le dopage dans le sport, annoncés le 29 septembre 2014; et l'Accord sur le transport aérien entre le gouvernement du Canada et le gouvernement de la République de Corée, fait à Ottawa le 22 septembre 2014.

(73) In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of: the amendment of Annexes I, II, IV and V to this Regulation in order to adapt them to technical progress or to take account of international regulatory developments in which the Union or the Member States are involved, in the field of clinical trials; the amendment of Annex III in order to improve the information on the safety of medicinal products, to adapt technical requirements to technical progress or to take account of international regulatory developments in the field of safety requirements in clinical trials endorsed by bodies in which the Union or the Member States participate; the specification of the principles and guidelines of good manufacturing practice and the detailed arrangements for inspection for ensuring the quality of investigational medicinal products; the amendment of Annex VI in order to ensure subject safety and the reliability and robustness of data generated in a clinical trial or to take account of technical progress.
(73) Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne pour ce qui concerne: la modification des annexes I, II, IV et V du présent règlement afin de les adapter au progrès technique ou de tenir compte de développements réglementaires internationaux dans le domaine des essais cliniques auxquels l'Union ou les États membres sont associés; la modification de l’annexe III afin d’améliorer les informations sur la sécurité des médicaments, d’adapter les exigences techniques au progrès technique ou de tenir compte des développements réglementaires internationaux dans le domaine des exigences de sécurité applicables aux essais cliniques approuvées par les organismes auxquels l’Union ou les États membres sont associés; la spécification des principes et lignes directrices de bonnes pratiques de fabrication et les modalités d’inspection pour garantir la qualité des médicaments expérimentaux ; la modification de l’annexe VI afin de garantir la sécurité des participants ainsi que la fiabilité et la robustesse des données générées lors d’un essai clinique ou de tenir compte du progrès technique.

"(16a) In order to adopt the provisions necessary for the application of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of amending Annex I in order to add or to remove regions or states and in respect of introducing technical amendments to Annex II necessary as a result of application of that Annex.

Mr. Speaker, pursuant to Standing Order 32(2) I have the honour to table, in both official languages, the treaties entitled: Amendments to Annex 1 of the International Convention Against Doping in Sport adopted at Paris on November 15, 2011; Amendment to the Agreement between the Government of Canada and the Government of Romania on Cinematographic Relations done at Bucharest on February 22, 2012; the Second Protocol Amending the Convention Between Canada and the Republic of Austria for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion With Respect to Taxes on Income and on Capital done at Vienna on December 9, 1976 as Amended by the Protocol done at Vienna on June 15, 1999, which was also done at Vienna on March 9, 2012.
Monsieur le Président, conformément au paragraphe 32(2) du Règlement, j'ai l'honneur de déposer, dans les deux langues officielles, les traités suivants: Amendements à l'annexe I de la Convention internationale contre le dopage dans le sport , adopté à Paris le 15 novembre 2011; Amendement à l'Accord entre le gouvernement du Canada et le gouvernement de la Roumanie sur les relations cinématographiques, fait à Bucarest le 22 février 2012; Deuxième protocole modifiant la Convention entre le Canada et la République d'Autriche tendant à éviter les doubles impositions et à prévenir l'évasion fiscale en matière d'impôts sur le revenu et sur la fortune, faite à Vienne le 9 décembre 1976 et modifiée par le Protocole fait à Vienne le 15 juin 1999, qui a également été fait à Vienne le 9 mars 2012.

Pesticide residues * The Council adopted two Directives - amending Annex II to Council Directive 76/895/EEC relating to the fixing of maximum levels for pesticide residues in and on fruit and vegetables and Annex II to Council Directive 90/642/EEC relating to the fixing of maximum levels for pesticide residues in and on certain products of plant origin, including fruit and vegetables, and providing for the establishment of a list of maximum levels and - amending the Annexes to Council Directives 86/362/EEC and 86/363/EEC on the fixing of maximum levels for pesticide residues in and on cereals and foodstuffs of animal origin respectively. At the time of the adoption of the framework Directives, the Council provided for the amendment of the Directives to establish progressively lists of pesticides and their maximum residue levels.
