a.Step-up support to HRDs, including those working for economic, social and cultural rights, through a systematic and comprehensive approach, by: raising cases of HRDs at-risk during high-level visits, including sector-specific missions; continuing to support and cooperate with UN and regional mechanisms for the protection of HRDs; enhancing support for multilateral initiatives on HRDs and civil society space, including at UN General Assembly and the UN Human Rights Council and increasing burden sharing and sharing of best practices among MS with regard to HRD protection.

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

Initiatives by NGOs and civil society, such as the Youth Initiative for Human Rights, the Truth and Reconciliation Commission (RECOM), and the Igman Initiative play an important role in enhancing reconciliation beyond governments among the citizens of the region.

Welcomes the elections to the National Minority Councils of 26 October 2014; underlines the importance of National Minority Councils in their role of implementation of rights of national minorities, and calls on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, as well as for their adequate and ascertainable financing; calls on Serbia to ensure consistent implementation across the country of legislation on protection of minorities, including in relation to education, use of languages, and access to the media and religious services in minority languages, and adequate representation of national minorities in public administration, local and regional bodies, as well as in the national parliament; encourages Serbia’s commitment in drafting a specific action plan on the position of national minorities in the framework of the Action Plan for Chapter 23; encourages the Serbian authorities to take further measures to improve the situation of the Roma, particularly when it comes to education, housing and employment; urges the government to increase awareness of civil rights among the Roma population and also to offer equal safety protection for the Roma; stresses the importance of encouraging the Roma to take part in public life; calls on the Serbian authorities to improve the planning, coordination and monitoring of implementation of Roma inclusion policies and actions at national and local level;

Demands an unconditional immediate release of all political prisoners; reiterates that there cannot be any progress on EU-Belarus dialogue without progress of Belarus towards democracy, human rights and rule of law and until all political prisoners, among others, Ales Bialiatski, Chair of the Human Rights Centre ‘Viasna’ and Vice-President of FIDH, two ex-presidential candidates Mikalai Statkevich and Andrei Sannikau, heads of presidential campaigns of democratic opposition candidates Pavel Seviarynets and Dzmitry Bandarenka as well as Syarhey Kavalenka, political prisoner detained for alleged breach of the house arrest, who has been on a prolonged hunger strike, which has led to a critical deterioration of his health and directly threatens his life, are unconditionally released and their civil rights are fully rehabilitated;

Considers that a new Black Sea policy approach cannot be limited to economic cooperation but should also aim at creating an area marked by sustainable democracy, good governance and the rule of law, and underlines, in particular, the importance of political and judicial reform and effective implementation of commitments; stresses that fostering respect for human rights, democracy and fundamental freedoms is one of the main pillars of the EU's external policy, and emphasises the need to mainstream those values respectively both in bilateral relations and in the regional approach, irrespective of the degree of willingness shown by partner governments; calls upon the European Union to address the issues of regional cooperation in these fields within the human rights dialogues and consultations with the Black Sea countries, as well as within multilateral fora; encourages the Commission to make full use of the European Instrument for Democracy and Human Rights and of the Black Sea Synergy in order to promote regional cooperation among civil societies;
15. considère qu'une nouvelle approche politique pour la mer Noire ne peut se réduire à la coopération économique mais devrait aussi viser à créer un espace ayant pour caractéristiques une démocratie viable, la bonne gouvernance et l'État de droit; souligne, en particulier, l'importance des réformes politiques et judiciaires et d'une mise en application concrète des engagements; souligne que la promotion du respect des droits de l'homme, de la démocratie et des libertés fondamentales est l'un des principaux piliers de la politique extérieure de l'Union européenne, et insiste sur la nécessité d'intégrer ces valeurs, dans les relations bilatérales comme dans l'approche régionale et ce, quel que soit le degré de bonne volonté des gouvernements partenaires; invite l'Union européenne à aborder les questions de coopération régionale en ces matières dans le cadre des dialogues sur les droits de l'homme et des consultations avec les pays riverains de la mer Noire, ainsi que dans les enceintes multilatérales; encourage la Commission à utiliser pleinement l'instrument européen pour la démocratie et les droits de l'homme et la synergie de la mer Noire pour promouvoir la coopération régionale parmi les sociétés civiles;

High among the objectives of the Euro-Mediterranean partnership (Barcelona process) are the creation of an area of peace and stability based on the principles of Human Rights and democracy, and the development of a free and flourishing civil society.
