The Council recalls that financial envelopes are determined “using transparent and objective criteria and taking into account the specific characteristics and needs of the country and the region concerned, the level of ambition of the EU’s partnership with a given country, progress towards implementing agreed objectives, including on governance and reform, and the capacity of managing and absorbing Community assistance” . The Council will return to the issue of financial support in the context of discussions on the next multi-annual financial framework.

2. Considers that the financial envelope indicated in the legislative proposal must be compatible with the ceiling of subheading 1a of the 2007-2013 multiannual financial framework as revised by Decision 2008/371/EC and points out that the annual amount will be decided as part of the annual budgetary procedure in accordance with point 37 of the Interinstitutional Agreement of 17 May 2006;
2. considère que l'enveloppe financière indiquée dans la proposition législative doit être compatible avec le plafond de la sous-rubrique 1a du cadre financier pluriannuel 2007-2013 tel que révisé par la décision 2008/371/CE , et rappelle que le montant annuel sera arrêté durant la procédure budgétaire annuelle conformément au point 37 de l'accord interinstitutionnel du 17 mai 2006;

Considers that the financial envelope indicated in the Commission proposal must be compatible with the ceiling of subheading 1a of the 2007-2013 multiannual financial framework (MFF) as revised by Decision 2008/29/EC of the European Parliament and of the Council of 18 December 2007 amending the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management as regards the multiannual financial framework, and points out that the annual amount will be decided as part of the annual budgetary procedure in accordance with point 37 of the Agreement of 17 May 2006;

The simple side is that we are living within a specific financial envelope, which is provided through the fees we call them for passports, so any expansion has to be financed from within or it would lead to an increase for passports or to a need for an annual appropriation.

The Redirected Mediterranean Policy provided for : * further limited concessions for agricultural exports covered by the agreements (reduction to zero of duties within tariff quotas to be reached in 1993 instead of 1995; a 3 to 5 % annual increase in tariff quotas over the 1992-1995 period); * a renewal of the Financial Protocols with Southern and Eastern Mediterranean countries[2] amounting to around 2 billion ECU (1 ECU = appox. 1.21 USD) in grants from the Community budget and European Investment Bank loans for the 1992-96 period; as well as two innovatory elements: * a special financial envelope destined to support structural adjustment operations in these countries (300 million ECU for the 1992-96 period); * special funds to cater for horizontal co-operation, co-operation activities of interest to all MNC (1,8 billion ECU in EIB loans as well as substantial budget funds: approx. 300-350 million ECU over the 1992-96 period) activities of a regional nature and environmental projects have priority.

To this end, the Commission will seek political agreement from the Budgetary Authority on a financial envelope for Phare over the five-year period 1995-1999 to provide sufficient planning certainty to make the multi-annual programming approach worthwhile for the partner countries and to improve Phare's efficiency.
