This should not lead to the encouragement of the greater use of urban areas for motor traffic. 3. - Encourage the Community-wide exchange of information in urban traffic management to maximize the benefits of a wide range of experience. 4. - Consider in detail, possibly by financing pilot projects, the potential for using economic instruments such as road pricing to help solve the environmental problems generated by urban traffic.
