This pilot will test new approaches to interregional cooperation and provide the European Commission with evidence to feed into the reflection on smart specialisation after 2020.

One way of overcoming these obstacles and the shortcomings in the use of EU cohesion funds connected with them is to develop a coordinated approach of interregional exchange of best practices, so as to enable regional actors to draw on the experience of others.
Un moyen de surmonter ces obstacles et, partant, de remédier aux insuffisances qui pèsent sur l'utilisation des fonds de cohésion de l'Union européenne consiste à mettre en place une approche concertée pour les échanges interrégionaux de pratiques éprouvées (meilleures pratiques), afin de permettre aux intervenants dans les régions de profiter de l'expérience d'autres acteurs.

Believes that the mainstreaming of the ‘territorial cooperation’ objective with the ‘convergence’ and ‘competitiveness and employment’ objectives is needed; calls for the programming to be better coordinated than it has been before; suggests that regional operational programmes should have the option to take an interest and participate in the cross-border, transnational and interregional projects that concern them by defining a territorial approach to the allocation of funding, for the benefit of priority projects, like the connection to the trans-European networks in border regions, identified in advance and in consultation with their partners in the programmes, in accordance with the principles of multi-level governance and partnership, which will allow better exploitation of the potential of territorial cooperation thanks to the relations developed among private and public actors across borders;

Emphasises the link between interregional cooperation, regional development, good governance, a decentralised approach, democracy and the promotion of human rights and prosperity, and thus recalls the importance of current programmes and initiatives to increase the stability of and improve cooperation among the states of the Black Sea region;

At the initiative of the Member State concerned, the operational programmes for the ESF may also contain for the Convergence and Regional Competitiveness and Employment objectives a horizontal approach or a dedicated priority axis for interregional and transnational actions involving the national, regional or local authorities of at least one other Member State.

In order to foster cooperation, Member States should programme transnational and interregional actions using a horizontal approach or through a dedicated priority axis.
