Regarding commitments outstanding, the amount of which at the end of 2000 is increasing, the Council notes the efforts of the Commission, which undertook a thorough review of "old" and "sleeping" commitments, and at the end of 1999 drew up an action plan to reduce the overhang of RAL; it hopes that these appropriations will therefore be decommitted as part of the Commission's actions and in accordance with the current regulations.

(4) The repayment of the principal amount of any advance made as authorized under subsection (2) shall, in accordance with any direction made by the Treasury Board, be charged to the New Parks and Historic Sites Account and credited to the balance outstanding of money appropriated under subsection (1), and the payment of any amount on account of interest payable on the advance may be made from money appropriated under an Act of Parliament as authorized under subsection 19(1).

10. The aggregate amount of guarantees given under this Act and insurance of loans provided for by subparagraph (a)(i) of Industry, Trade and Commerce Vote 1a of Appropriation Act No. 1, 1980-81, chapter 3 of the Statutes of Canada, 1980-81-82-83, as amended by paragraph (a) of Industry, Trade and Commerce Vote 1e of Appropriation Act No. 4, 1981-82, chapter 90 of the Statutes of Canada, 1980-81-82-83, that are outstanding at any one time shall not exceed one billion two hundred million dollars.

We call on the federal Department of Canadian Heritage to stop its process of redesigning that museum until a panel of distinguished figures in historical and museum work is created and has an opportunity to prepare recommendations on a more appropriate direction for re-developing this outstanding heritage site.

As I stated earlier, this appears to be a straightforward piece of legislation, and, therefore, I suggest that it be sent to the appropriate committee where departmental officials, who are well versed in the bill's detail and history, can be called upon to answer any outstanding questions.
