Regarding the cultural cooperation of which you spoke – even though it is not my subject, I am sensitive to what you have said in this regard – in the forthcoming debate on regional policy after 2007 I intend proposing an increase in our appropriations for Interreg and a simplification of that programme’s rules, in order to target cross-border cooperation in transport infrastructures in particular. In that field, too, we need cultural and university cooperation.
S’agissant de la coopération culturelle dont vous avez parlé - à cet égard, je me permets de vous dire, même si ce n’est pas mon sujet, que je suis sensible à ce que vous avez dit - j’ai l’intention, dans le futur débat sur la politique régionale après 2007, de proposer d’augmenter les crédits que nous consacrons à Interreg et de simplifier le règlement de ce programme, notamment pour cibler la coopération transfrontalière en matière d’infrastructures de transport. Dans ce domaine-là aussi, nous avons besoin de coopération culturelle et universitaire.

The Commission is therefore proposing that for INTERREG, EQUAL and LEADER a large part of the commitment appropriations available for programming should be distributed on the basis of the relative shares of each Member State in the overall appropriations under INTERREG, ADAPT-EMPLOYMENT and LEADER during 1994-99.

The total appropriations for INTERREG will be based on criteria such as population in areas on the Union's outer borders, in internal cross-border areas, in the most remote regions of the Union and in areas bordering central and eastern European countries that are receiving money under the Phare and Tacis programmes.

8. Expresses the hope that Parliament will be notified without delay of the utilisation rate of appropriations allocated to the INTERREG II programme;

Calls on the Commission to ensure that Interreg C initiatives in the Mediterranean area form part of an overall strategy for cooperation with the Mediterranean non-member countries, by using MEDA to fund in those countries measures which, in the neighbouring parts of Europe, are funded under Interreg; considers it useful and appropriate in any case that the Mediterranean basin be treated under the Interreg C initiatives as a single geographical area with common problems and common interests in order to avoid fragmentation and promote the integration of this region;
7. demande à la Commission d'intégrer comme il se doit la mise en oeuvre d'INTERREG C dans la zone méditerranéenne dans une stratégie globale de coopération avec les pays tiers du bassin méditerranéen, en garantissant que les fonds MEDA financent, dans ces États, les actions couvertes par INTERREG dans les zones européennes voisines; estime par ailleurs utile et approprié que, dans tous les cas, le bassin méditerranéen soit considéré, dans le cadre d'INTERREG C, comme une entité géographique unique, aux problèmes et aux intérêts communs, afin d'éviter le morcellement et de favoriser son intégration;

15. Considers that cross-border and inter-regional cooperation in the Mediterranean region should be developed; considers that the cross-border dimension of the Meda programme should be enhanced; urges the Commission to promote the inclusion of the Mediterranean region as an Interreg II C target region and to ensure appropriate funding to facilitate genuine regional planning work with third countries in the region; the continuation of Atlantic cooperation as an element in the Interreg II C programme should also be ensured;
15. considère que la coopération transfrontalière et interrégionale dans la région méditerranéenne doit être développée; considère que le programme MEDA devrait présenter une dimension transfrontalière accrue; invite la Commission à encourager la promotion de la région méditerranéenne comme zone cible du programme Interreg II C et à assurer un financement adéquat, de sorte à permettre un véritable aménagement du territoire de concert avec les pays tiers de la région; il faut également s'assurer de la poursuite de la coopération dans l'arc atlantique dans le cadre du programme Interreg II C;
