(82) The Commission considers that the attribution of the total residual value of the formation of the western mine waste tip and the access tracks as a loss due to the reduction of activity is excessive, since the possibility of abandoning the western side had been foreseen in the July 1994 plan and, to quote form the 1994 plan, "raising the bottom of the cutoff automatically makes available more than sufficient capacity for internal dumping, since the total volume of dead rock is decreased and it can be disposed of in a large cavity at the north end present in the base at a height of approximately 530 a.s.l".
(82) La Commission considère comme excessive l'imputation de la totalité de la valeur résiduelle de la formation du terril ouest et des pistes d'accès comme perte due à la réduction d'activité, l'éventualité de l'abandon du flanc ouest étant prévue dans le projet de juillet 1994 et, aux termes même de ce projet, "la montée du fond de coupe entraîne automatiquement une augmentation largement suffisante de la capacité d'évacuation intérieure, en diminuant le volume total de stériles à déplacer et en créant un vide de grandes dimensions à l'extrême nord, qui se trouve au fond à la cote 530 approximativement".
