15. Notes that, according to Article 20 of the Institute's founding Regulation (EC) No 1922/2006, the Institute should have commissioned an independent external evaluation of its achievements by 18 January 2010; acknowledges from the AAR that the Management Board postponed the ex-post evaluation given that the Institute was not operational as of 19 January 2010, but decided to commission an ex-ante evaluation in 2010 and a mid-term evaluation by 2013; asks the Institute to immediately communicate the results of that ex-ante evaluation to the discharge authority;

Where, in applying this Directive and Regulation (EU) No 575/2013, the competent authorities of one Member State wish in specific cases to check the information concerning an institution, a financial holding company, a mixed financial holding company, a financial institution, an ancillary services undertaking, a mixed-activity holding company, a subsidiary as referred to in Article 125 or a subsidiary as referred to in Article 119(3), situated in another Member State, they shall ask the competent authorities of that other Member State to have that check carried out.

While recognising each Institution's own specificities and additional particularities characterising each project, the Council asks the Institutions to pursue their work towards harmonising this information through common definitions and indicators to allow comparisons of building space and building costs between the different Institutions, including the common understanding of the method for calculating annual costs of own property spread over the entire period of their utilisation.

2. In the event of a total or partial refusal, the applicant may, within 15 working days of receiving the institution's reply, make a confirmatory application asking the institution to reconsider its position.

10. Stresses that the establishment plans to be submitted to the budgetary authority for the year 2001 should take into account the potential savings in human and financial resources deriving from the use of new software programmes, office equipment, electronic mail, etc.; takes the view therefore that no new posts in the lower grades should be created; stresses the importance of C grades doing specialised work on data-processing applications; asks the institutions to determine the extent to which lower grade posts can be upgraded to take account of more complex duties performed by their holders; asks the secretaries-general of the institutions to submit before 1 September 2000 a budgetary-neutral plan for the conversion of C and D posts into B posts;

4. When the competent authorities of a Member State do not include a credit institution subsidiary in supervision on a consolidated basis under one of the cases provided for in the second and third indents of paragraph 3, the competent authorities of the Member State in which that credit institution subsidiary is situated may ask the parent undertaking for information which may facilitate their supervision of that credit institution.
