8. Notwithstanding anything in this Act, the Governor in Council, on the recommendation of the Minister, accompanied by a certificate from the Chief Inspector of Explosives approving of the nature of the components and of the final explosive product, may allow the inexplosive component parts of an authorized explosive to be assembled and blended at or near the place of use.
8. Malgré toute autre disposition de la présente loi, le gouverneur en conseil peut, sur recommandation du ministre assortie du certificat de l’inspecteur en chef des explosifs approuvant la nature des éléments constitutifs de l’explosif et le produit final, autoriser la réunion et le mélange des éléments inexplosibles d’un explosif autorisé sur les lieux d’utilisation ou à proximité de ceux-ci.
