The issue of rewarding whistleblowers was dealt with at that time and was rejected by the committee for a couple of reasons: first, because under the Criminal Code there is an obligation on those who are aware of criminal offences to bring them forward and, if they do not, they would in fact be equally culpable be
cause they would be protecting a criminal; and second,
there are oaths of office that our public servants take and under those oaths they
are to protect the assets ...[+++] of the Crown and are obligated to take all necessary action to do that.
