For the purposes of providing a temporary waiver for deduction from own funds, a competent authority may deem the temporary holdings referred to in Article 79(1) of Regulation (EU) No 575/2013 to be held for the purposes of a financial assistance operation designed to reorganise and save a financial sector entity where the operation is carried out under a plan and approved by the competent authority, and where the plan clearly states phases, timing and objectives and specifies the interaction between the temporary holdings and the financial assistance operation.

National technical support will be provided by the ISU in up to three instances, including by initiating and/or supporting inter-ministerial processes to implement victim assistance obligations in national contexts, to States Parties to the Convention that either (a) have engaged little in the effort to implement the victim assistance elements of the Cartagena Action Plan and therefore could benefit from a stimulus to begin doing so, or (b) have established, or are well on the way to establishing a national plan and therefore would have some implementation experience to assess, thus rendering themselves more likely to be candidates for a comprehensive national mid-term appraisal of efforts to implement the Cartagena Action Plan.

Reiterates the EU's commitment to continuing to support Afghanistan; stresses that the overall objective of EU development assistance to Afghanistan should be to assist in the long-term sustainable development of the country, including improvement of socio-economic standards, facilitating job creation and proliferation of SMEs, strengthening the educational sector and ensuring gender equality; underlines the fact that the aid should further facilitate capacity-building in the public administration, strengthen the rule of law and reduce corruption, thus facilitating the transfer of security to the Government of the Islamic Republic of Afghanistan (GIRoA); recommends that part of the financial assistance to Afghanistan be allocated to the five-year plan to phase out opium cultivation and replace it with alternative crops; stresses the need to facilitate sub-regional cooperation by means of assistance for issues of a cross-border nature;

Welcomes the decision of the Council to conduct the operation EUFOR Libya in support of humanitarian assistance operations if requested by UN OCHA; deplores, however, the considerable delay in the planning process which will prevent a speedy deployment on the ground; deeply regrets that the mandate of EUFOR was limited to humanitarian aspects when there was a clear case for the EU to take the lead in maritime surveillance (embargo enforcement and assistance to Frontex) and in humanitarian assistance and protection of civilians in Libya; recalls in this regard its resolution of 10 March 2011 calling on the HR/VP to explore the option of enforcing the embargo by using air and naval CSDP assets; regrets the decision of some Member States to veto a broader mandate for EUFOR Libya while at the same time conducting such operations on their own; calls for a start to be made on planning a potential CSDP operation in the medium to long term in Libya in the areas of security sector reform, institution-building and border management;

FEM has a five year plan of action involving a data bank on the situation of assisting spouses in the EU, assistance with training for assisting spouses, and seminars to raise awareness of assisting spouses' rights.
