1. Without prejudice to the other provisions of the Treaties, and in particular Articles 208 to 211, the Union shall carry out economic, financial and technical cooperation measures, including assistance, in particular financial assistance, with third countries other than developing countries.

This Directive does not preclude that during the consultations which should take place before assistance is provided, the assisting Member State and the unrepresented citizen's Member State of nationality, whenever appropriate, agree on the possibility to extend assistance to third-country family members of the unrepresented Union citizen beyond what is required by the law of the assisting Member State or what is dictated by its practice, taking into account as much as possible requests from the unrepresented citizen's Member State of nationality, and in so far as what is agreed does not fall short of what is required by Union law.

According to the proposed legislation, the minister for international development will be responsible for fostering sustainable international development and poverty reduction in developing countries and for providing humanitarian assistance during crises by, first, undertaking activities related to international development and humanitarian assistance; second, ensuring the effectiveness of Canada's international development and humanitarian assistance activities; third, fostering relations with other countries and organizations engaged in international development or humanitarian activities; and finally, ensuring Canada's contributions to international development and humanitarian assistance are in line with Canadian values and with Canadian priorities.

In its Citizenship Report of October 2010 (see IP/10/1390 and MEMO/10/525), the Commission committed to increasing the effectiveness of EU citizens’ right to be assisted in third countries, including in times of crisis, by the diplomatic and consular authorities of all Member States, by proposing legislative measures and by better informing citizens via a dedicated website and targeted communication measures.

On the basis of the Commission's proposal, the Council today adopted the Regulation establishing a special programme of financial and technical assistance to third countries in the area of migration and asylum.
