This 2nd Joint Association Implementation Report on Ukraine, which has been published ahead of the EU-Ukraine Association Council on 8 December 2017, sets out the state of play of Ukraine's commitment under the Association Agreement since the last meeting of the Association Council in December 2016.

In this context, in the Council conclusions of 11 December 2012, the EU noted with deep regret that Turkey, despite repeated calls, continues refusing to fulfil its obligation of full, non-discriminatory implementation of the Additional Protocol to the Association Agreement towards all Member States and has not removed all restrictions on vessels and aircraft registered in Cyprus or whose last port of call was in Cyprus.

In its conclusions, the Council also pointed out that the tempo of the negotiations continues to depend, in particular, on the progress achieved by Turkey in meeting the required conditions, including the fulfilment of the opening and adjournment criteria and of the requirements defined within the negotiating framework, which specifically cover the implementation of the partnership for membership and compliance with the obligations arising from the association agreement. Lastly the Council pointed out that the chapters for which the technical preparations are complete will be provisionally opened or adjourned, in line with the procedures laid down, in accordance with the negotiating framework and subject to the Council of 11 December 2006.
Dans ses conclusions, le Conseil rappelle également que le rythme des négociations continue à dépendre notamment des progrès réalisés par la Turquie pour remplir les conditions requises, y compris la satisfaction des critères d’ouverture et de clôture ainsi que des exigences définies dans le cadre de négociation, qui couvrent notamment la mise en œuvre du partenariat pour l’adhésion et le respect des obligations découlant de l’accord d’association; le Conseil rappelle enfin que les chapitres pour lesquels les préparatifs techniques sont achevés seront ouverts ou clos de manière provisoire, selon les procédures établies et conformément au cadre de négociation et sous réserve du Conseil du 11 décembre 2006.

In this context, the most recent round of negotiations for the Community-Syria Association Agreement last November brought tangible progress.
