The annual enlargement package (Strategy Paper, Progress Reports, Accession or European Partnerships and Stability and Association Agreements) is presented each Autumn by the Commission to the Council and the Parliament and sets the overall strategic framework for the pre-accession process within which IPA must operate.

– (PL) Mr President, Commissioner, I would first like to thank Mr Meyer Pleite for preparing the report containing the European Parliament’s recommendations to the Council concerning guidelines on the negotiation of an Association Agreement between the European Union and the countries of Central America, and Mr Yañez-Barnuevo García for his report on the guidelines for Association Agreement negotiations between the European Union and the Andean Community.
- (PL) Monsieur le Président, Monsieur le Commissaire, je voudrais tout d’abord remercier M. Meyer Pleite d’avoir préparé le rapport contenant les recommandations du Parlement européen à l’intention du Conseil sur le mandat de négociation d’un accord d’association entre l’Union européenne et les pays d’Amérique centrale, et M. Yañez-Barnuevo García pour son rapport sur les directives de négociation d’un accord d’association entre l’Union européenne et la Communauté andine.

10. Urges that a regular, transparent mechanism for evaluating implementation of the Association Agreements come into effect – a mechanism which would involve the European Parliament and with which NGOs would be associated through a regular dialogue, particularly with regard to compliance with the human rights clause, on the basis of annual country reports to be submitted by the Commission; requests that as a general rule a systematic assessment be conducted of the impact of cooperation projects on human rights, including in the Commission's annual report on the MEDA programmes, and that conditions similar to those contained in the association agreements be included in the bilateral instruments for implementing MEDA financial aid; calls on the Commission, Council and partner countries to treat these matters as priorities and to put into practice their commitment to human rights in a coherent, consistent and effective manner;
10. insiste pour que soit rendue effective la création d'un mécanisme d'évaluation régulière et transparente de la mise en œuvre des accords d'association, auquel participerait le Parlement européen et auquel seraient associées les ONG par un dialogue régulier, particulièrement en ce qui concerne le respect de la clause des droits de l'homme, sur la base de rapports annuels par pays présentés par la Commission; demande à ce que de façon générale il soit procédé à une évaluation systématique de l'incidence sur les droits de l'homme des projets de coopération, y compris dans le rapport annuel de la Commission sur les programmes MEDA, et que des conditions similaires à celles contenues dans les accords d'association soient inclus dans les instruments bilatéraux de mise en œuvre des aides financières MEDA; demande à la Commission, au Conseil et aux pays partenaires de considérer ces questions comme prioritaires et de mettre en œuvre leur engagement en faveur des droits de l'homme de façon cohérente, consistante et efficace;
