This is an objective to be pursued according to a model compatible from the point of view of the WTO and of regionalism that should be implemented in two stages. During the first stage, the negotiations on the EU-MERCOSUR association agreement should be concluded without further delay, at the Vienna Summit; negotiations should be opened on individual association agreements with the Andean and Central American communities, similar, though with the appropriate adjustments, to those already concluded with Mexico and Chile and about to be concluded with MERCOSUR; the new GSP ‘plus’ should be applied to the Andean and Central American countries until such time as the relevant agreements had entered into force; and the existing EU-Mexico and EU-Chile agreements should be consolidated.

Reiterates the importance of the establishment in the Mediterranean of an area of stability and of a consolidated Euro-Mediterranean partnership, from both an economic and geo-political point of view; welcomes the recent conclusion of an Association Agreement with Egypt, Algeria, and subsequently with Lebanon, and the new provisions on justice and home affairs and combating terrorism respectively which accompany those agreements, and encourages the swift ratification and implementation of those agreements, covering all aspects of our economic, political, social, cultural and humanitarian relations; stresses that association agreements should under no circumstances be confined to the gradual establishment of free trade areas; urges the parties concerned to bring the negotiations on a Syria-EU agreement to a swift conclusion so as to complete the network of Euro-Mediterranean association agreements;

(23) Whereas it is necessary to continue and step up the process of opening up the Media programme to participation by the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions resulting from the Additional Protocols to the Association Agreements concerning participation Community programmes concluded or to be concluded with these countries, and to participation by Cyprus, Malta and those EFTA States which are parties to the EEA Agreement on the basis of additional appropriations, in accordance with procedures to be agreed on with these countries; whereas the programme should also be opened up to cooperation with other third countries which have concluded Agreements containing audiovisual clauses; whereas the details of such participation or cooperation should be decided on at the appropriate time by the parties concerned;

Whereas it is appropriate to follow up and intensify the opening up of the Media programme to the participation of the associated countries of central and eastern Europe (CCEE) in accordance with the conditions laid down in the additional protocols to the association agreements on participation in Community programmes concluded or to be concluded with those countries and to the participation of Cyprus, Malta and the EFTA States members of the EEA Agreement on the basis of additional appropriations in accordance with the same rules as those applied to the EFTA countries, under procedures to be agreed on with those countries; whereas, moreover, this programme should be open to cooperation with other third countries which have concluded agreements with audiovisual clauses; whereas the details of such participation or cooperation should be determined at the appropriate time between the parties concerned;
