(23) Whereas it is necessary to continue and step up the process of opening up the Media programme to participation by the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions resulting from the Additional Protocols to the Association Agreements concerning participation Community programmes concluded or to be concluded with these countries, and to participation by Cyprus, Malta and those EFTA States which are parties to the EEA Agreement on the basis of additional appropriations, in accordance with procedures to be agreed on with these countries; whereas the programme should also be opened up to cooperation with other third countries which have concluded Agreements containing audiovisual clauses; whereas the details of such participation or cooperation should be decided on at the appropriate time by the parties concerned;

The Euro-Mediterranean Association Agreements[4] On the threshold of the Ministerial Conference six Mediterranean partners have now contracted or are embarking on new association ties with the EU: - Tunisia, which signed an Agreement on 17 July; - Israel, which signed one on 20 November; - Morocco, which initialled an agreement on 15 November; - Egypt, with which negotiations started on 23 January; - Jordan, with which talks began on 18 July; - Lebanon, with which talks got under way on 9 and 10 November.
2.2. Les Accords euro-méditerranéens d'Association[4] Au seuil de la Conférence ministérielle euro-méditerranéenne, ce sont désormais six partenaires méditerranéens qui sont entrés ou qui s'acheminent vers une nouvelle relation d'association avec l'Union Européenne: - la Tunisie, qui a signé l'Accord le 17 juillet; - Israël, qui a signé l'Accord le 20 novembre; - le Maroc, qui a paraphé le 15 novembre; - l'Egypte avec laquelle les négociations ont débuté le 23 janvier; - la Jordanie, avec laquelle les négociations ont débuté le 18 juillet; - le Liban, avec lequel les négociations ont débuté les 9 et 10 novembre.
