Whereas the Protocol on economic and social cohesion annexed to the Treaty establishing the European Community reaffirms the Community's task of promoting economic and social cohesion and solidarity between Member States and specifies that a Cohesion Fund will provide a financial contribution to projects in the fields of the environment and trans-European networks in the Member States subject to two conditions: firstly that they have a per capita gross national product (GNP) of less than 90 % of the Community average and secondly that they have a programme leading to the fulfilment of the conditions of economic convergence as set out in Article 104c of the Treaty; whereas the relative prosperity of Member States is best assessed on the basis of per capita GNP, measured in purchasing power parities;
considérant que le protocole sur la cohésion économique et sociale annexé au traité instituant la Communauté européenne réaffirme la mission de la Communauté de promouvoir la cohésion économique et sociale et la solidarité entre les États membres, et précise qu'un Fonds de cohésion attribuera des contributions financières à des projets relatifs à l'environnement et aux réseaux transeuropéens dans les États membres à deux conditions: d'une part, que leur produit national brut par habitant soit inférieur à 90 % de la moyenne communautaire et, d'autre part, qu'ils aient mis en place un programme visant à satisfaire aux conditions de convergence économique visées à l'article 104 C du traité; que la meilleure base de calcul de la prospérité relative des États membres est le produit national brut par habitant, mesuré en parités de pouvoir d'achat;
