(28) The scope of cooperation between the competent authorities of Member States should include cooperation with regard to quality assurance reviews and assistance with investigations related to the carrying-out of statutory audits of public-interest entities, including in cases where the conduct under investigation does not constitute an infringment of any legislative or regulatory provision in force in the Member States concerned.
(28) Le champ d'application de la coopération entre les autorités compétentes des États membres devrait inclure la coopération en matière d'examens d'assurance qualité et l'assistance lors d'enquêtes liées à la réalisation de contrôles légaux des comptes d'entités d'intérêt public, y compris dans les cas où le comportement visé n'enfreint aucune disposition législative ou réglementaire en vigueur dans les États membres concernés.

4. A statutory auditor or an audit firm carrying out statutory audits of public-interest entities and, where the statutory auditor or the audit firm belongs to a network, any member of such network, may provide to the audited entity, to its parent undertaking or to its controlled undertakings non-audit services other than the prohibited non-audit services referred to in paragraphs 1 and 2 subject to the approval of the audit committee after it has properly assessed threats to independence and the safeguards applied in accordance with Article 22b of Directive 2006/43/EC.
4.
