Regrets the delays in the disbursement of pre-accession funds, especially those provided under SAPARD, resulting from the difficult task, which the Commission initially underestimated, of setting up the management and supervisory machinery required to guarantee the transparency and traceability of the funds; considers that the experience which the Polish authorities have acquired in the above exercise will be particularly useful to help them administer the Community funds (the Structural Funds and the Cohesion Fund) for which Poland will be eligible as an EU Member State.

Although Poland is not currently a member of the EU, but hopes to be before too long, it was clear that there was much work which still had to be done in an attempt to produce a more cooperative effect between the different law enforcement authorities.
