In most Member States, third-country nationals need to be in possession of a work permit prior to the examination of the application for the residence permit: there could therefore be the impression that the issuing of a residence permit – based on different criteria from the work permit – would become almost automatic under the combined procedure, which is not the intention of the Commission.
