17. Stresses, in particular, that the frontloading of appropriations for COSME in 2014-2015 has proven to be truly beneficial given the constant increase in the SMEs' demand for support in access to markets and funding in the past few years; opposes, therefore, the decrease of COSME in the DB as compared to 2015 and decides to increase appropriations above the DB for this programme; recalls that the Commission has already pointed to a shortfall in the COSME financial instruments for 2015, 2016 and 2017, which demonstrates the gap between available commitments and expected demand; within COSME, asks for a substantial reinforcement of the appropriations for the Erasmus for Young Entrepreneurs, given that the available resources are not sufficient to cover the substantial demand in participation;
17. souligne, notamment, que la concentration des crédits de COSME en 2014-2015 s'est avérée extrêmement utile au vu de l'augmentation constante des demandes d'aide déposées ces dernières années par les PME en ce qui concerne l'accès aux marchés et au financement; s'oppose par conséquent à la baisse des crédits de COSME dans le projet de budget par rapport à 2015 et décide d'augmenter les crédits de ce programme au-delà des chiffres du projet de budget; rappelle que la Commission a déjà souligné les insuffisances des instruments financiers de COSME pour 2015, 2016 et 2017, preuve du manque de crédits d'engagement disponibles par rapport aux demandes escomptées; demande, au sein de COSME, le net renforcement des crédits du programme "Erasmus pour les jeunes entrepreneurs" car les moyens disponibles ne suffisent pas à couvrir les importantes demandes de participation;

2a. In 2016, the Commission shall, in its technical adjustment for the year 2017 in accordance with Articles 4 and 5 of the Council Regulation laying down the multiannual financial framework for the years 2014-2020, review the total allocations under the ‘Investment for growth and jobs’ goal of each Member State for 2017-2020, applying the allocation method set out in paragraphs 1 to 16 of Annex IIIbis on the basis of the most recent statistics available and of the comparison, for the capped Member States, between the cumulated national GDP observed for the years 2014-2015 and the cumulated national GDP for the same period estimated in 2012 in accordance with paragraph 10 of Annex IIIbis.
2 bis.
