By encouraging the use of biological waste materials, the criteria will help to promote the objectives of the EU policy on waste by reducing the amount of material which would otherwise have to be dealt with, e.g. by landfill. Strict limits have been placed on heavy metal concentrations to avoid the accumulation of heavy metals in the soil (and excess run-off of nutrients - particularly nitrates - to watercourses).
