After several attempts to backtrack on the competition outcome, the Liberals admitted defeat and, in the absence of Parliament in January 1998, the government somewhat sheepishly announced plans to purchase 15 EH-101 Cormorant helicopters for the Canada Search and Rescue Project, in other words the Labrador replacement.
