With regard, however, to the stocks of northern hake (Regulation (EC) No 811/2004 (6) and sole in the Bay of Biscay (Regulation (EC) No 388/2006 (7), the minimum targets of the relevant recovery and management plans have been reached and, therefore, it is appropriate to follow scientific advice provided in order to achieve or maintain the TACs at maximum sustainable yield levels, as the case may be.

Where the Commission finds, on the basis of advice from International Council for the Exploration of the Sea (ICES) and following agreement on that advice by the Scientific Technical and Economic Committee for Fisheries (STECF), that for two consecutive years the target level for the Northern hake stock concerned has been reached, the Council shall decide by qualified majority on a proposal from the Commission to replace the recovery plan by a management plan for the stock in accordance with Article 6 of Regulation 2371/2002.

Continuing its efforts in the field of justice and home affairs, which is vital to good neighbourly relations, considers that effective border management is a crucial means of avoiding the emergence of new dividing lines in Europe, while ensuring security, respect for the law and contacts across the border; considers that the new Northern Dimension Action Plan should therefore give priority to fostering effective management of the new EU-Russia border and to fighting organised crime by further developing concrete operational measures between the EU and Russia; is deeply concerned about the huge increase in trafficking in women in the region; emphasises that this problem cannot be solved merely by strengthening border controls, but above all by tackling the root-causes of the problem, namely poverty and prostitution;

Considers that effective border management is a crucial means of avoiding the emergence of new dividing lines in Europe, while ensuring security, respect for the law and contacts across the border; considers that the new Northern Dimension Action Plan should therefore give priority to fostering effective management of the new EU-Russia border and to fighting organised crime by further developing concrete operational measures between the EU and Russia; believes that particular emphasis should be given to combating crimes related to drugs, trafficking in human beings, money laundering and trafficking in stolen vehicles and highly taxed goods;
